Designation:<\/strong> Senior Management<\/p>\n<p><strong>Job Summary<\/strong><\/p>\n<ul>\n<li>The Head of Finance and Resource Management shall\u00a0be responsible for providing\u00a0overall guidance,\u00a0leadership\u00a0and direction in the execution of financial activities of the NRCS.<\/li>\n<li>This role also entails\u00a0anticipating\u00a0and controlling financial risks through creation of strong internal control environment<\/li>\n<li>He \/ she is\u00a0in charge of planning, directing, organizing and controls the operations of the department to ensure NRCS achieves its mandate\u00a0in accordance with\u00a0accepted accounting principles and NRCS policies and procedures.<\/li>\n<li>She \/ He will provide\u00a0Management\u00a0and the\u00a0Board\u00a0with timely, complete and accurate financial information for necessary decision\u00a0making<\/li>\n<\/ul>\n<p><strong>Budgeting and\u00a0Planning:<\/strong><\/p>\n<ul>\n<li>Contributes to NRCS Strategic Development Planning.<\/li>\n<li>Leads the Budgeting process and guides the management on compliance and rationalisation<\/li>\n<\/ul>\n<p><strong>Main Duties and Responsibilities<\/strong><\/p>\n<ul>\n<li>Provides technical support to budget holders\/head of departments and units in development of their budgets.<\/li>\n<li>Support in funding plan, strategies and putting supportive systems in place to ensure accountability<\/li>\n<li>Oversees cash flow management process, making sure that funds are available for operational use.<\/li>\n<li>Coordinates cash forecasts with HoD\u00b4s and Branch teams.<\/li>\n<li>Consolidates the NRCS budgets and gives an overview to the senior management team.<\/li>\n<li>Lead the budget revision sessions and advise on their realism, consistency and compliance with applicable standards<\/li>\n<li>Coordinate the proactive monitoring and reporting of budget positions to all departments and programs<\/li>\n<li>Reviews monthly budget monitoring reports and take corrective action<\/li>\n<li>Financial Control<\/li>\n<li>Coordinate the development and implementation of finance and accounting policies, processes and procedures in line with leading practices<\/li>\n<li>Identify risks and financial implications of various projects\/ initiatives and advise the Secretary General and management team accordingly<\/li>\n<li>Oversee the establishment of efficient controls to mitigate identified financial risks<\/li>\n<li>Review and authorize key expenditures \/ transactions of the departments in line with the NRCS approved budget and manual of financial authority<\/li>\n<li>Treasury Management<\/li>\n<li>Proactively manage and monitor NRCS cash flows, ensure optimal cash management and implement best practice in treasury management procedures<\/li>\n<li>Review cash request analysis and ensure that the NRCS has enough cash to run its activities<\/li>\n<li>Provide regular cash forecasts for the attention of the Secretary General<\/li>\n<li>Implement mechanisms to safeguard NRCS liquid and fixed assets in line with NRCS financial policies<\/li>\n<\/ul>\n<p><strong>Donor Reporting:<\/strong><\/p>\n<ul>\n<li>Review the finance sections of funding proposals for donors.<\/li>\n<li>Compile accurate, regular and timely financial and narrative reports for NRCS and for donors<\/li>\n<li>Coordinate the donor financial reporting process ensuring that the reports are prepared and sent to the donors before due dates<\/li>\n<li>Financial Analysis &amp; Reporting and Tax<\/li>\n<li>Provide timely, accurate and relevant financial information\/ reports to aid management decision making<\/li>\n<li>Manage NRCS statutory reporting obligations on an accurate and timely basis including production of annual reports and accounts<\/li>\n<li>Ensure all recommendations from the external auditor\u2019s management letters are adequately<\/li>\n<li>Oversee tax planning to optimize NRCS tax position (majorly PAYE) and ensure compliance accordingly Accounting and book keeping<\/li>\n<li>Oversees payment process to ensure that all transactions are within accepted standards and in accordance with laid down processes<\/li>\n<li>Set up a functioning accounting system that ensures transactions are captured accurately and on a timely manner<\/li>\n<li>Set up a month end calendar and ensure it is strictly adhered to<\/li>\n<li>Reviews and validates all balance reconciliations<\/li>\n<li>Carrying out frequent data backups for the finance department<\/li>\n<li>Over see proper filing system to enable easy retrieval of information<\/li>\n<\/ul>\n<p><strong>Capacity Building for Finance and programme staff:<\/strong><\/p>\n<ul>\n<li>Support and train key Finance staff and other staff on finance management, as required<\/li>\n<li>Provide advice on improving the financial reporting component as well as the use and benefit of international accounting standards<\/li>\n<li>Ensure that lessons learnt and good practice from finance management are used to improve future financial management<\/li>\n<li>Develops finance structure and ensures the department has adequate expertise in achieving efficiency, effectiveness in supporting NRCS using customer oriented approach<\/li>\n<li>Participates in recruitment of new staff within the department<\/li>\n<li>Inducts and trains of new finance staff in collaboration with HR<\/li>\n<li>Facilitate effective delegation, support and follow up to build capacities of finance staff<\/li>\n<li>Maintaining a motivated and effective team<\/li>\n<li>Periodic establishment of objectives and carrying out regular performance reviews<\/li>\n<li>Supports finance staff in development of learning objectives and championing necessary training opportunities with the aim of increasing departments expertise<\/li>\n<\/ul>\n<p><strong>General:<\/strong><\/p>\n<ul>\n<li>Manage direct line reports and assigned resources such as financial, equipment, etc.<\/li>\n<li>Monitor Key Performance Areas to ensure an adequate financial management of the operation projects at all levels<\/li>\n<li>Prepare ad hoc analysis reports to the management team (e.g. financial implications and budgets for the existing plans, allocation of shared costs, etc.)<\/li>\n<li>Perform any other work-related duties and responsibilities\u00a0that may be assigned by the Secretary-General<\/li>\n<\/ul>\n<p><strong>Duties applicable to all staff:<\/strong><\/p>\n<ul>\n<li>Work actively towards the achievement of NRCS goals<\/li>\n<li>Abide by and work in accordance with the Red Cross fundamental principles and code of conduct<\/li>\n<\/ul>\n<p><strong>Key Performance\u00a0Areas:<\/strong><\/p>\n<ul>\n<li>Timeliness of annual budget preparation and approval<\/li>\n<li>Timeliness and accuracy of cash forecasts and funding estimates<\/li>\n<li>Availability of funding for NRCS operations<\/li>\n<li>Compliance with budget and relevant statutory requirements<\/li>\n<li>Degree of audit exceptions\/ adjustments<\/li>\n<li>Timeliness and accuracy of financial reports<\/li>\n<\/ul>\n<p><strong>Qualifications and Experience<\/strong><\/p>\n<ul>\n<li>Master&#8217;s degree in Accounting, Finance Management or Business administration<\/li>\n<li>Bachelor of Commerce, Accounting or Finance management<\/li>\n<li>Certified chartered accounts\/Certified Public accountant ( e.g. ICAN, ACCA, ANAN)<\/li>\n<li>Proven experience in staff supervision.<\/li>\n<li>Experience with large ERP systems, as well as knowledge of accounting software preferred;<\/li>\n<li>Strong financial analysis and excel skills;<\/li>\n<li>Strong accounting knowledge, analytical\/problem solving skills, creativity and initiative.<\/li>\n<li>Minimum of 10 years relevant working international experience, with at least 5 years in a management level position<\/li>\n<li>Previous experience in managing international donor grants<\/li>\n<\/ul>\n<p><strong>Skills and Competencies<\/strong><br \/>\nEssential:<\/p>\n<ul>\n<li>Ability to follow and safeguard the Finance Procedures and policies<\/li>\n<li>Good leadership and accountability levels<\/li>\n<li>Strong judgment and ability to identify and analyse problems and to think strategically to anticipate, interpret and develop strategic responses to issues<\/li>\n<li>Ability to persuade, influence, manage and sustain effective, successful strategic relationships both internally and externally<\/li>\n<li>Strong negotiation skills and the ability to persuade others to adopt a specific course of action to achieve desired results<\/li>\n<li>Proficiency in the use of MS office tools and data analysis software<\/li>\n<li>Fluency in written and spoken English<\/li>\n<\/ul>\n<p><strong>Desirable:<\/strong><\/p>\n<ul>\n<li>Understanding of NRCS programmes and support functions<\/li>\n<li>Behavioural Competencies<\/li>\n<li>Capable of communicating analysis and insights effectively, and articulate when communicating<\/li>\n<li>Demonstrated success in relationship building internally and externally
