In Nigeria Oxfam works in the areas of Economic Justice\/Sustainable Livelihoods, Humanitarian Programming to save lives, Advancing Gender Justice and Good Governance, adopting a right based approach.\u00a0 We are recruiting to fill the position below:<\/p>\n<p>&nbsp;<\/p>\n<p><strong>Job Title: Finance Officer (Maternity Cover)<\/strong><br \/>\n<strong>Location:<\/strong>\u00a0Abuja<br \/>\n<strong>Job ID:<\/strong> 6361<br \/>\n<strong>Internal Job Grade:<\/strong> D1<br \/>\n<strong>Contract type:<\/strong> 6 Month Fixed Term<br \/>\n<strong>Job Family:<\/strong> Business Support<br \/>\n<strong>Reporting to:<\/strong> Finance Manager<\/p>\n<p><strong>Job Purpose<\/strong><\/p>\n<ul>\n<li>The Finance Officer will support the delivery of all financial management functions according to Oxfam Financial Manual, including but not limited to petty cash management, timesheets recording, monthly payroll processing and the monitoring of financial activities and requirements as they relate specifically to Oxfam\u2019s relationship with partner organizations.<\/li>\n<li>S\/he will check all expense supporting documentation to ensure compliance with the organization\u2019s policies and related law, prior to obtaining approvals and payment processing.<\/li>\n<\/ul>\n<p><strong>Key Responsibilities and Accountabilities<\/strong><br \/>\nFinancial Planning, Budgeting, and reporting:<\/p>\n<ul>\n<li>Assist in preparation of the phased budget for the project.<\/li>\n<li>Review budget, activity plans and partnership agreements to ensure compliance with donor requirements and Oxfam policies and procedures.<\/li>\n<li>Assist with regular forecasting of project budget utilization and in effectively managing the resources for the respective projects.<\/li>\n<li>Produce accurate, complete, and consistent financial accounts, comments and supporting documentation for inclusion in project budget planning.<\/li>\n<li>Supports on the finance implementation of projects.<\/li>\n<li>Coordinates with Finance Manager on the finance implementation of the grants implemented by counterparts.<\/li>\n<li>Prepares monthly financial progress reports (budget monitoring reports) for the project, and provide all relevant parties with effective budget analysis.<\/li>\n<li>Support and advice program team on all relevant finance issues regarding project management.<\/li>\n<li>Produce accurate, complete, and consistent financial accounts, comments and supporting documentation for inclusion in donor reports, ensuring that all donor reporting deadlines are met and that reports adhere to donor requirements.<\/li>\n<\/ul>\n<p><strong>Financial Transaction and Cash Management:<\/strong><\/p>\n<ul>\n<li>Ensure the management of cash and treasury including timely and accurate payments of suppliers and locally hired short and long-term staff. Ensure cash and bank accounts are regularly reconciled. Manage and oversee projects inventory, capital equipment and issues related to offices and guest houses management<\/li>\n<li>Ensure detailed and accurate records of all financial transactions are maintained physically and electronically in accordance with generally accepted accounting principles<\/li>\n<li>Check accuracy, completeness, and validity of financial data before payment and posting into the Finance system.<\/li>\n<li>Review payment vouchers to ensure that correct budget codes are charged and also approvals have been made with appropriate delegated authority.<\/li>\n<\/ul>\n<p><strong>Financial Control &amp; Risk Management:<\/strong><\/p>\n<ul>\n<li>Support the development of risk mitigation strategies to eliminate loss or fraud.<\/li>\n<li>Carry out financial\/ compliance risk assessment of financial and organisational systems of partner organisations according to Oxfam\u2019s partner assessment tools, in line with donor requirements.<\/li>\n<li>Proactively review and identify any potential issues which would interfere with reporting requirements and\/or meeting compliance standards and take appropriate action to resolve them.<\/li>\n<li>Maintain an effective reports monitoring system, ensuring adherence to Oxfam policies and procedures on partner management.<\/li>\n<li>Highlight and indicate financial processes that need to be changed to optimize group value.<\/li>\n<\/ul>\n<p><strong>Donor and Partner Management:<\/strong><\/p>\n<ul>\n<li>Proactively review and identify any potential issues which would interfere with reporting requirements and\/or meeting compliance standards and take appropriate action to resolve them.<\/li>\n<li>Visit partner organisations to fully understand the context and operating environment they work in to ensure effective support is provided.<\/li>\n<li>Participate in regular meetings with partner organisations to ensure that the working relationship between them and Oxfam is positive, open and conducive to the successful achievement of agreed objectives.<\/li>\n<\/ul>\n<p><strong>Educational, Experience &amp; Competence<\/strong><br \/>\nEssential:<\/p>\n<ul>\n<li>First degree or equivalent in Finance, Accounting, Business Administration, Economics or any Social Science discipline.<\/li>\n<li>Minimum of 5 years\u2019 experience of all core financial management activities, including accounts payable, bookkeeping cash management, budget development, statutory requirements, and standard accounts<\/li>\n<li>2 years of proven knowledge and experience of grant accounting and sound experience with donors funding regulations, procedures, and reporting requirements<\/li>\n<li>Monthly WHT report preparation\/submission to TAX inspection; compiling financial documents for audit reviews as needed<\/li>\n<li>Strong numerical skills and experience using a computerised financial management information system<\/li>\n<li>Good analytical skills and experience using a computerised information management system (Ms. Word, Excel, Accounting software, etc.)<\/li>\n<li>A critical focus on providing a superior service level to managers and colleagues and delivering agreed results within time and budget constraints and to expected standards<\/li>\n<li>Excellent organization skills and flexible approach to planning comprehensively, managing and prioritizing effectively a high workload and multiple tasks and deadline<\/li>\n<li>Ability to adjust to constantly changing situations while maintaining focus on delivery and follow-through<\/li>\n<li>Good analytical and conceptual thinking skills with a proven proactive approach to identifying and resolving problems and suggesting improvements that continuously seek to provide a better service to Oxfam.<\/li>\n<li>Excellent personal communication skills, in written and verbal English<\/li>\n<li>Ability to represent Oxfam in a professional and competent manner with external individuals and organizations<\/li>\n<li>Proven experience as a team worker and demonstrably cooperative with members of other teams, responding quickly and accurately to queries and issues<\/li>\n<li>Commitment to Oxfam\u2019s overall aims and policies and experience of promoting women\u2019s rights and the interests of marginalized people in all aspects of Oxfam\u2019s work<\/li>\n<\/ul>\n<p><strong>Desirable:<\/strong><\/p>\n<ul>\n<li>Recognized accountancy qualification (ACA, ACCA, CIMA) and relevant post qualification experience<\/li>\n<li>Knowledge or experience of Oxfam&#8217;s (or similar organisation\u2019s) program work, including field experience and\/or with institutional donors<\/li>\n<li>Knowledge and \/ or experience of common Oxfam norms objects, standards and tools<\/li>\n<\/ul>\n<p><strong>Key Attributes:<\/strong><\/p>\n<ul>\n<li>Ability to analyse, interpret and act on complex information from varied and diverse sources.<\/li>\n<li>Delivery orientation and ability to inspire and work collaboratively and build cohesive relationships with others to achieve outcomes<\/li>\n<li>Identifying and establishing opportunities for engagement and influencing with various stakeholders with the view of being able to influence an organisation\u2019s agenda<\/li>\n<li>Well-developed conceptual, critical, and analytical thinking with the ability to convey complex information in a straightforward way and influencing this to a wider audience<\/li>\n<li>Strong interpersonal and representation skills including good teamwork, and experience of working in multi-cultural and virtual teams<\/li>\n<li>Personable and professional approach when working with others internally and externally<\/li>\n<li>Excellent interpersonal and communication skills (written and verbal English) and the ability to write clear, concise reports including effectiveness in representation and the ability to translate policy into clearly written material for decision-makers<\/li>\n<li>Ability to demonstrate sensitivity to cultural differences and gender issues, as well as the commitment to equal opportunities.<\/li>\n<li>Ability to demonstrate an openness and willingness to learn about the application of gender\/gender mainstreaming, women\u2019s rights, and diversity for all aspects of development work.<\/li>\n<li>Commitment to Oxfam\u2019s safeguarding policies to ensure all people who come into contact with Oxfam are as safe as possible.<\/li>\n<\/ul>\n<p><strong>Organisational Values:<\/strong><\/p>\n<ul>\n<li>Accountability \u2013 Our purpose-driven, results-focused approach means we take responsibility for our actions and hold ourselves accountable.
