Setting and Reporting<\/strong><\/p>\n<ul>\n<li>This position is located in the Operations and Advocacy Division (OAD), Office for the Coordination of Humanitarian Affairs (OCHA), which is the part of the United Nations Secretariat responsible for bringing together humanitarian actors to ensure a coherent response to emergencies.<\/li>\n<li>OCHA also ensures there is a framework within which each actor can contribute to the overall response efforts. OCHA\u2019s mission is to mobilize and coordinate effective and principled humanitarian action in partnership with national and international actors in order to alleviate human suffering in disasters and emergencies; advocate the rights of people in need; promote preparedness and prevention and facilitate sustainable solutions.<\/li>\n<li>This temporary job opening is being advertised for the position of Information Management Officer in Maiduguri, with OCHA Nigeria. The Information Management Officer reports to the Head of the Information Management Unit under the overall supervision of the Deputy Head of Office, OCHA Nigeria.<\/li>\n<\/ul>\n<p><strong>Responsibilities<\/strong><br \/>\nWithin delegated authority, the Information Management Officer will be responsible for the following duties:<\/p>\n<p><strong>Coordination:<\/strong><\/p>\n<ul>\n<li>Establish and maintain an information management network in accordance with IASC guidance to facilitate humanitarian information exchange and the promotion of data and information standards; work with first responders such as the UN disaster assessment and coordination team (UNDAC) and on-site operations and coordination Centre (OSOCC) to ensure a smooth transition of information tools and services; engage with counterparts in government to ensure that information activities are coordinated and consistent with national standards and practices; provide training and expertise on the use and development of information management tools and platforms to OCHA staff and humanitarian partners; advocate for the use of data standards and common platforms, and for the open exchange of information.<\/li>\n<\/ul>\n<p><strong>Web Management:<\/strong><\/p>\n<ul>\n<li>Setup and manage content on relevant web platforms, provide overall quality control for the platform and ensure content is current, comprehensive and follows relevant metadata standards; work with external counterparts on related web platforms such as agency and cluster websites and Relief Web to facilitate cross-site search and interoperability.<\/li>\n<\/ul>\n<p><strong>Data Management:<\/strong><\/p>\n<ul>\n<li>Design, develop and manage databases, spreadsheets and other data tools; understand, document, and ensure the quality of high-value humanitarian data for accuracy, consistency and comparability; consolidate operational information on a regular schedule to support analysis.<\/li>\n<\/ul>\n<p><strong>Data Analysis:<\/strong><\/p>\n<ul>\n<li>Organize, design and carry out the evaluation and analysis of location specific datasets through meaningful statistical techniques; participate in the development and revision of data standards (e.g. the Humanitarian Exchange Language) and advise on the application of these standards into local systems and processes; participate in the development, implementation and management of new indicators, together with its accompanying data, to be included in a Common Humanitarian Dataset; understand, document and ensure the quality of high-value humanitarian data for accuracy, consistency and comparability.<\/li>\n<\/ul>\n<p><strong>Assessment Analysis:<\/strong><\/p>\n<ul>\n<li>Support assessment and needs analysis activities, including humanitarian needs overviews, secondary data reviews, preliminary scenario definitions and multi-cluster initial rapid assessments; provide advice on assessment design to ensure data quality; manage platforms and tools that support data collection and analysis such as KoBo Toolbox and Open Data Kit (ODK).<\/li>\n<\/ul>\n<p><strong>Geographic Information Systems (GIS) &amp; Mapping:<\/strong><\/p>\n<ul>\n<li>Develop and maintain spatial baseline and operational datasets in accordance with relevant standards and guidance; produce and update high-quality map products and online services; maintain a repository of spatial data and ensure that the data are documented and accessible to all humanitarian partners through local and\/or online services.<\/li>\n<\/ul>\n<p><strong>Visualization:<\/strong><\/p>\n<ul>\n<li>Produce and update information products such as reports, charts and infographics by turning data into graphical products to convey messages and a storyline; develop advocacy materials including posters, presentations and other visual materials.<\/li>\n<li>Performs other related duties, as required.<\/li>\n<\/ul>\n<p><strong>Competencies<\/strong><br \/>\nProfessionalism:<\/p>\n<ul>\n<li>Knowledge of different aspects of public information and communication approaches, tools, and methodologies essential to planning and executing effective campaign strategies and programmes.<\/li>\n<li>Ability to address a range of issues in the context of political developments, public attitudes and local conditions.<\/li>\n<li>Shows pride in work and in achievements; demonstrates professional competence and mastery of subject matter; is conscientious and efficient in meeting commitments, observing deadlines and achieving results; is motivated by professional rather than personal concerns; shows persistence when faced with difficult problems or challenges; remains calm in stressful situations.<\/li>\n<li>Takes responsibility for incorporating gender perspectives and ensuring the equal participation of women and men in all areas of work.<\/li>\n<li>Ability to conceptualize, design and implement major information campaigns. Ability to deliver oral and visual presentations to various audiences.<\/li>\n<\/ul>\n<p><strong>Planning &amp; Organizing<\/strong>:<\/p>\n<ul>\n<li>Develops clear goals that are consistent with agreed strategies; identifies priority activities and assignments; adjusts priorities as required; allocates appropriate amount of time and resources for completing work; foresees risks and allows for contingencies when planning; monitors and adjusts plans and actions as necessary; uses time efficiently.<\/li>\n<\/ul>\n<p><strong>Teamwork:<\/strong><\/p>\n<ul>\n<li>Works collaboratively with colleagues to achieve organizational goals; solicits input by genuinely valuing others\u2019 ideas and expertise; is willing to learn from others; places team agenda before personal agenda; supports and acts in accordance with final group decision, even when such decisions may not entirely reflect own position; shares credit for team accomplishments and accepts joint responsibility for team shortcomings.<\/li>\n<\/ul>\n<p><strong>Qualifications<\/strong><br \/>\nEducation:<\/p>\n<ul>\n<li>An advanced university degree (Master\u2019s degree or equivalent) in information management, information systems, social science or related field is required.<\/li>\n<li>A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.<\/li>\n<\/ul>\n<p><strong>Work Experience:<\/strong><\/p>\n<ul>\n<li>A minimum of five years of progressively responsible experience in information management, information systems, web management, data management, geographic information systems &amp; mapping, data visualization, or other related area is required.<\/li>\n<li>Experience managing information in disaster response or complex emergencies is desirable.<\/li>\n<li>Relevant experience within the UN system or an international organization is desirable.<\/li>\n<li>Experience in the region is desirable.<\/li>\n<\/ul>\n<p><strong>Languages:<\/strong><\/p>\n<ul>\n<li>English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another UN official language is an advantage.<\/li>\n<\/ul>\n<p><strong>Assessment:<\/strong><\/p>\n<ul>\n<li>Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.<\/li>\n<\/ul>\n<p><strong>United Nations Considerations<\/strong><\/p>\n<ul>\n<li>According to article 101, paragraph 3, of the Charter of the United Nations, the paramount consideration in the employment of the staff is the necessity of securing the highest standards of efficiency, competence, and integrity. Candidates will not be considered for employment with the United Nations if they have committed violations of international human rights law, violations of international humanitarian law, sexual exploitation, sexual abuse, or sexual harassment, or if there are reasonable grounds to believe that they have been involved in the commission of any of these acts.<\/li>\n<li>The term \u201csexual exploitation\u201d means any actual or attempted abuse of a position of vulnerability, differential power, or trust, for sexual purposes, including, but not limited to, profiting monetarily, socially or politically from the sexual exploitation of another. The term \u201csexual abuse\u201d means the actual or threatened physical intrusion of a sexual nature, whether by force or under unequal or coercive conditions.<\/li>\n<li>The term \u201csexual harassment\u201d means any unwelcome conduct of a sexual nature that might reasonably be expected or be perceived to cause offence or humiliation, when such conduct interferes with work, is made a condition of employment or creates an intimidating, hostile or offensive work environment, and when the gravity of the conduct warrants the termination of the perpetrator\u2019s working relationship. In its resolution 66\/234, the General Assembly further \u201cstressed that the Secretary-General should not recur to the practice of temporarily filling posts in the Professional and higher categories with General Service staff members who have not passed the General Service to Professional category examination other than on an exceptional basis, and requests the Secretary-General to ensure that temporary occupation of such posts by the General Service staff shall not exceed a period of one year, effective 1 January 2013.\u201d Consequently, eligible candidates in the General Service or related categories for temporary job openings in the Professional category that have not passed the competitive examination may be selected only on an exceptional basis endorsed by the Office of Human Resources Management where no other suitable candidate could be identified.<\/li>\n<li>Upon separation from service, including, but not limited to, expiration or termination of, or resignation from, a fixed-term, continuing or permanent appointment, a former staff member will be ineligible for re-employment on the basis of a temporary appointment for a period of 31 days following the separation. In the case of separation from service on retirement, a former staff member will be ineligible for re-employment for a period of three months following the separation.<\/li>\n<li>This equally applies, mutatis mutandis, with respect to a former or current staff member who has held or holds an appointment in another entity applying the United Nations Staff Regulations and Rules and who applies for a temporary position with the Secretariat.<\/li>\n<li>While this temporary assignment may provide the successful applicant with an opportunity to gain new work experience, the selection for this position is for a limited period and has no bearing on the future incumbency of the post. An external candidate selected for this position is bound by the prevailing condition of the staff selection system under ST\/AI\/2010\/3, as amended, and ST\/AI\/2010\/4\/Rev.1.<\/li>\n<li>A staff member holding a temporary appointment who is recruited in the Professional and above categories on a temporary appointment, and placed on a position authorized for one year or longer may not apply for or be reappointed to his\/her current position within six months of the end of his\/her current service.
