{"id":958,"date":"2009-11-06T10:26:40","date_gmt":"2009-11-06T09:26:40","guid":{"rendered":"https:\/\/joblistnigeria.com\/?p=958"},"modified":"2010-10-17T14:29:22","modified_gmt":"2010-10-17T13:29:22","slug":"finance-specialist-undp-nigeria","status":"publish","type":"post","link":"https:\/\/joblistnigeria.com\/finance-specialist-undp-nigeria.html","title":{"rendered":"Finance Specialist Vacancy: UNDP Nigeria"},"content":{"rendered":"<p><strong><img loading=\"lazy\" decoding=\"async\" class=\"alignright size-full wp-image-97\" title=\"undp\" src=\"https:\/\/joblistnigeria.com\/wp-content\/uploads\/undp.jpg\" alt=\"undp\" width=\"57\" height=\"116\" \/>Finance Specialist<\/strong> is responsible for effective delivery of financial services, transparent utilization of financial resources and management of the Finance Unit managing resources of the two projects.\u00a0 He\/she analyzes and interprets the financial rules and regulations and provides solutions to a wide spectrum of complex financial issues.\u00a0 He\/she works in close collaboration with the Operations Manager, UNDP Country Office (CO) Operations Section, UNDP Service Centre and Government officials to ensure successful project financial performance.\u00a0 In addition to technical skills, the position requires strong managerial competences as well as interpersonal skills for a multicultural environment.<\/p>\n<p><strong>Duties and Responsibilities<\/strong><\/p>\n<p>Summary of key functions:<\/p>\n<ul>\n<li>Ensures implementation of operational strategies<\/li>\n<li>Manages the budget of development and management projects and organizes an optimal cost-recovery system<\/li>\n<li>Ensures proper control of project accounts<\/li>\n<li>Ensures promotion of knowledge sharing and management for results approach<\/li>\n<\/ul>\n<p>Ensures implementation of operational strategies focusing on achievement of the following results:<\/p>\n<ul>\n<li>Under the direction of the Operations Manager, conduct financial accounting of projects income and expenditures, following project management structures, operational procedures, project document set of activities and most importantly, UNDP rules and regulations;<\/li>\n<li>Ensure effective management of the two projects resources in connection to the overall\u00a0 multi donor relationship and funding arrangements;<\/li>\n<li>Advices on the management of funds as per agreed budget and disbursement schedules;<\/li>\n<li>Ensures full compliance of financial activities, financial recording\/reporting system and audit follow up with UNDP rules, regulations, policies and strategies; implementation of the effective internal control, proper design and functioning of the financial resources management system;<\/li>\n<li>Ensures routinely monitors financial exception reports for unusual activities, transactions, and investigates anomalies or unusual transactions. Prepares corrective steps for such transactions for consideration of supervisors and senior management in compliance with rules and regulations;<\/li>\n<li>Supervises submission of necessary documentation for an audit of the two projects;<\/li>\n<li>Provides other financial services as required by the projects;<\/li>\n<li>Provides substantial advice on supervision of expenditure in effectively monitoring resource utilization by other partners of the projects;<\/li>\n<li>Ensures the collection of accounts, reports and receipts from the sub-contractors are done within established timelines;<\/li>\n<li>Prepares all documentation for the regular financial summary narrative(s) and consolidated accounts of the projects;<\/li>\n<li>Supervises the payroll of national PMU personnel both long-term and short-term;<\/li>\n<li>Supervises and manages the operational advance account (including a petty cash management) and issue\/receive cash payments for operational expenses of the PMU;<\/li>\n<li>Guide and advices Reporting Officer in preparing Quality and accountable reporting system by supervising Reporting Officer;<\/li>\n<li>Supervises and leads two Finance Associates of the two projects;<\/li>\n<li>Oversee other assignments such as Census project funds management and reporting, etc.<\/li>\n<\/ul>\n<p>Manages the budget of development and management projects and organizes an optimal cost-recovery system focusing on achievement of the following results:<\/p>\n<ul>\n<li>Management of Financial resources through planning, guiding, controlling of the resources in accordance with UNDP rules and regulations;<\/li>\n<li>Preparation and monitoring of projects budgets;<\/li>\n<li>Establishment of the development projects\u2019 budgets preparation\/modification monitoring system, control of budgetary status versus authorized spending limits (ASL) and budgets delivery levels;<\/li>\n<li>Process project budget for sending to Commitment Control (KK) by the Senior Management based on signed prodocs and project budgets;<\/li>\n<li>Submission of financial reports to donors on a timely and quality basis.<\/li>\n<\/ul>\n<p>Ensures proper control of project accounts focusing on achievement of the following results:<\/p>\n<ul>\n<li>Elaboration of the internal expenditures\u2019 control system which ensures that vouchers processed are matched and completed;<\/li>\n<li>Correctly recording of transactions and posting in Atlas;<\/li>\n<li>Control of projects accounts closures;<\/li>\n<li>Approval of vendors.<\/li>\n<\/ul>\n<p>Ensures promotion of knowledge sharing and management for results approach<\/p>\n<ul>\n<li>Prepare and organize training for all PMU staff on UNDP Financial rules and regulations<\/li>\n<li>Develop Finance staff learning plans in line with UNDP corporate direction and manuals<\/li>\n<li>Supervising of Finance staff learning in connection to the roles and functions<\/li>\n<li>Promote knowledge sharing through practice
