Job Title: Project Coordinator, Gender Equality & Women’s Rights
Location: Yola, Adamawa
Internal Job Grade: C 2
Contract type: 18 Months Fixed Term
Accountable to: Country Director
Reporting to: Program Manager, Gender Justice
Staff reporting to this post: Gender Monitoring and Evaluation Officer, Supply and Logistics Assistant, and Finance Officer.

 

Job Purpose

  • The project coordinator will report to the Program Manager, Gender Justice and will lead the design, implementation, and operation for the GiZ Gender Equality and Women’s Rights project to be implemented in Michika and Guyuk LGAs in Adamawa State, Nigeria.
  • She/he will undertake the leadership role responsible for the overall planning, implementation, management, and successful execution of the project that focuses on promoting the rights of women and improving gender equality through conflict-sensitive approaches.
  • She/he will provide technical leadership through the development, implementation, and update of project plans, work plans, and budgets with the support of the project team and partners. Supervise and mentor project team members, fostering a collaborative and productive work environment.
  • This role will liaise closely with other support teams such as the constituted Strategic Oversight Unit (SOU) on the project, the Program Manager – Gender Justice, Monitoring, Evaluation, Learning and Social Accountability Officer, the Head of Programs, Project Implementing Partners, GIZ team supporting the project and other program’s support unit.

 

Key Responsibilities and Expectations
Strategic Leadership:

  • Review and execute the developed comprehensive project strategy that addresses gender equality, women’s rights, protection, and socioeconomic inclusivity.
  • Ensure the participation and involvement of relevant stakeholders in project activities, so that the process is inclusive, participatory, and transparent.
  • Ensure field supervision of the project operations to ensure the project is implemented in line with planned activities and expected outcomes.
  • Provide training and capacity-building opportunities to project staff and partners.
  • Promote a culture of learning, knowledge sharing and documentation within the project team.
  • Support the proposal development and fundraising activities for the organisation.
  • Identify potential project risks and develop mitigation strategies in collaboration with the project team.
  • Ensure compliance with safety and security protocols for project staff and project participants.
  • Ensure project activities are carried out effectively and meet the project’s objectives and targets as set in the project’s design.
  • Monitor progress and adapt project strategies as needed to achieve results.
  • Efficiently manage the project budgets, financial resources, and expenditures.
  • Ensure accountability and transparency in project activities.
  • Lead the development of comprehensive project reports and communicate achievements to stakeholders.
  • Lead research activities and ensure outcomes and lessons learned are integrated into the project and shared with relevant stakeholders.
  • Provide regular feedback to the Program Manager, Gender Justice on project strategies and activities.
  • Support the design and management of gender-disaggregated project participants to meet the goals of the project.
  • Work closely with other project teams and program support staff to ensure proper and timely implementation of the project’s activities.
  • Perform other duties as required.

 

Partner Management:

  • Undertake periodic reviews of partners’ program implementation progress and ensure adherence to donor requirements, Oxfam policies and procedures on partner management.
  • Establish and maintain effective partnerships with government agencies, NGOs, donors, and other key stakeholders.
  • Collaborate with local communities and leaders to ensure their active participation in project activities.
  • Advocate for gender equality, protection, and women’s rights at various levels.
  • Support capacity strengthening for partner staff on gender analysis, gender transformative approaches, gender mainstreaming, and gender and inclusion programming.
  • Support the development of templates for partner activity reporting and ensure proper reporting and documentation.
  • Lead the partner Risk Management (PRISMA) and review meetings as required.
  • Participates in regular meetings with partner organizations to fully understand the context and operating environment; ensures that the working relationship between them and Oxfam is positive, open and conducive to the successful achievement of agreed objectives.
  • Monitors complaints received and response (follow-up) processes by developing and maintaining a tracking mechanism.

 

Coordination, Communication and Reporting:

  • Contribute to documentation of technical/program approaches, lessons learned, and success stories
  • Establish and maintain appropriate working relationships with government, institutions, partner organizations, and local NGOs in target areas.
  • Attend working groups and partner coordination meetings at State/ local levels as required.
  • Ensure adequate and accurate reporting of data on activities implemented, baseline, and research conducted.
  • Draft and input into weekly, monthly, quarterly and annual reports for both internal and external purposes.

 

Educational Experience & Required Competences

  • A minimum of a Master’s Degree (or over 5 years of relevant experience) in Gender and Development Studies, Social work, Demography, Political Science, International Relations, Sociology, Statistics, Humanitarian Studies, or other relevant qualification.
  • Minimum of 3 years of “hands-on” working experience in designing and implementing gender and inclusion programming, conducting gender analysis, experience in gender mainstreaming, report writing, and program work, including field experience and/or with institutional donors.
  • Experience in training and facilitation of gender transformative approaches, gender and development frameworks, feminist methodologies, and a good understanding of gender and conflict sensitive approaches, and gender and intersectionality.
  • Knowledge of research (gender research, social scientific research, feminist methodologies) writing skills, and transformative approaches like the Rapid Care Analysis, Gender Action Learning Systems, Women and Economic Empowerment Approaches, Transformative Leadership for Women’s Rights, and other related approaches are highly desirable.
  • Fluency in English and Hausa is required (Knowledge of Fulfude will be an added advantage).
  • Applicant must be national/local – must devote a minimum of 90 percent of the time to project activities, willingness to travel, and be familiar with the project implementation location to achieve expected outcomes.
  • Proven success in designing, implementing, and reporting on gender and inclusion programs from project inception to closeout stages.
  • Good knowledge of safeguarding and adherence to Oxfam’s safeguarding policy and related policies.
  • Strong analytical skills and experience using a computerized information management system (Microsoft Word, Excel, Statistical analysis software, field data collection tools ODK, Mwater App, Kobo Toolbox, GIS mapping, etc.)
  • Commitment to Oxfam’s overall aims and policies and experience of promoting women’s rights and the interests of marginalized people in all aspects of Oxfam’s work.
  • Proven experience working with partner organizations and helping them develop their independent expertise and ability to deliver results, through effective capacity-building and learning and development activities.

 

Desirable:

  • Knowledge of gender research, gender-sensitive programming, gender transformative approaches, and feminist methodology is highly desirable.
  • Knowledge and/or experience working with gender-focused organisations and International Organizations.
  • Demonstrated ability through previous experience in the implementation of similar projects.
