Job Title: Senior Structuring and Modelling Officer – PINS1

The Complex

  • The Vice-Presidency for Private Sector, Infrastructure and Industrialization is central to the Bank’s mission of developing the private sector, improving infrastructure and accelerating industrialization.
  • The complex main functions are to (i) strengthen the enabling environment for private sector [and financial sector] development conducive to inclusive growth and sustainable development, (ii) support the development of reliable and sustainable infrastructure, including cities and urban development, and (iii) place renewed emphasis on industrial and trade performance in support of structural transformation across Africa.
  • The Complex leverages knowledge, co-financing, and partnerships to attract private capital and work with governments on delivering the Bank’s development agenda.

The Hiring Department/Division

  • The role of the Bank’s Non-Sovereign Operations and Private Sector Support Department of the Bank (PINS) is to promote private sector in Regional Member Countries, ensuring that it plays a central role in laying the foundations in the development role of the Bank, in line with the Bank’s 10 Year Strategy and HI 5 initiatives.
  • As part of the PINS Department, the Strategy and Transaction  Support  Division is responsible for preparing strategies, policies, guidelines, and analytical tools relevant to the sector; it also ensures global client management and undertakes specialized assignments for the Regions, providing ad hoc advice on transaction bankability, structuring, Project Modelling and designs and implements technical assistance for Private Sector operations.

The Position
The main responsibilities of  the position holder are:

  • Provide operation support to project appraisal team on the optimization of the financial structure for transactions,
  • Develop and build project financial and economic models.
  • Perform an integrated financial and socio-economic analysis of private sector projects.
  • Provide support during project monitoring and supervision phase including collateral valuation and impairment analysis

Duties and Responsibilities
Under the general guidance and supervision of the Chief Private Sector Transaction Officer, the Senior Structuring and Modelling Officer will perform the following duties and responsibilities:

  • Draft structuring opinions, present proposed solutions for investments under consideration, clarify the pros and cons of diverse structuring  options;
  • Review of legal and financial terms of potential investments and transaction with a view of achieving the future secondary sale of assumed exposures to commercial investors, financiers and insurers;
  • Provide  structuring guidance to Investment Officers through  active engagement in the presentation to clients/sponsors of  financing proposals,  negotiation of financing  mandates,  emphasizing the benefits of loan syndication and co-financing services;
  • Assist in analyzing, understanding and acquainting with financial and economic models prepared by other Stakeholders, including project sponsors/owners.
  • Determine the appropriate conversion factors for linking the socio-economic resource statement and financial cash flows in project models.
  • Audit financial models provided by project sponsors and/or other lenders.
  • Conduct sensitivity analysis on financial models, in line with the bank’s credit risk policy and guidelines.
  • Perform Impairment analysis : build, understand and explain the models that affect the IFRS9 Expected Loss calculation

Selection Criteria
Including desirable skills, knowledge and experience:

  • At least a Master’s degree (or its university equivalent) in Engineering, Finance or Economics.
  • Have a minimum of five (5) years of relevant professional experience in the Bank or a similar institution and/or in strategic consultancy, business development, legal and transaction structuring; Experience in an investment boutique or top advisory firm (Big 4 type) would be a strong asset;
  • Strong knowledge of tailored transaction structuring options for sector based investments;
  • Strong Experience in investment appraisal, project finance, and/or corporate finance as well as valuation;
  • Experience in finance, and accounting and financial cash-flow modelling;
  • Proven ability to acquire new skills (particularly in legal, investment, risk capital, technology and innovative sectors);
  • Proven ability to integrate social, environmental and economic indicators into project spreadsheets
  • Capacity to adapt to the rapidly evolving needs of the Bank’s Non-Sovereign Operations ecosystem.
  • Knowledge of international economic development issues is not essential, but would be an asset.
  • Sense of initiative and innovation in proposing solutions to client needs;
  • Ability to respond swiftly to new situations and to anticipate new issues;
  • Professional qualification (CFA, ACA, ACCA…) would be a strong plus.
  • Expected loss calculation experience. Prior IFRS9 exposure highly desirable.
  • Familiarity with loss forecasting models and ability to understand and explain advanced and complex calculations.
  • Ability to communicate effectively (written and oral) in English or French, preferably with a working knowledge of the other;
  • Competence in the use of Bank standard software (Word, Excel, Access, PowerPoint). Knowledge of SAP is desirable.

  • The primary role of PINS is to:
    • Assist Sector Departments to efficiently design and monitor NSOs, in a coherent manner, in line with the best market practices and in consistency with the Bank’s related Strategies, Policies and Guidelines, including the Bank’s Private Sector Development Strategy and Policy,
    • Manage the corporate portfolio and provided shared services to other NSO departments

The Position

  • The Division Manager is responsible for the Portfolio Management (corporate wide and for all asset classes), providing support to NSO Departments and internal stakeholders parties in charge of monitoring the financial integrity and reputation of the Bank as well as its external partners (including external auditors and rating agencies, etc.).
  • The incumbent leads and oversees the work performed by the staff of the Division
  • He/She advises Management on issues pertaining Portfolio performance and sustainability
  • He/she also takes an active part in committees/task forces related to private sector development issues, within the Bank and when required, those initiated and led by the other DFIs partners.

Duties and Responsibilities
Under the supervision of the Director, the Division Manager will perform the following duties:

  • Support to NSO Departments by playing the role of Back office. It conducts an independent assessment of all triggers to first and subsequent disbursements (compliance reviews, confirmation of request status), monitor loan movements and validate waivers.
  • Implement and oversees the implementation of portfolio management framework, tools and infrastructure and early warning system to improve the overall quality of the portfolio.
  • Periodically report to the Board and Senior Management on portfolio status and alert any potential issues on projects due to emerging development in the portfolio or/and in the operating environment
  • Perform middle office and back office function including valuation, sell-down and portfolio exits, collateral management.
  • Develop/Implement and oversee portfolio management policies, guidelines and procedures to improve the overall business profile of Bank and sustain strong private sector portfolio growth
  • Conduct portfolio analytical work and provide portfolio advice to Sector Departments. It consists of developing benchmarks in line with the market trends and strategic portfolio targets, assessing the portfolio soundness and providing support for Senior Management strategic decision making on pipeline development and portfolio diversification.
  • Lead the development of norms and standards related to project monitoring and initiative related to the Bank business portfolio development
  • Review and update guidelines related to Private Equity.

  • Hold at least a Master’s Degree or its equivalent in Business, Finance or Economics.
  • Have a minimum of eight (8) years of relevant experience, out of which 4 years should be at a managerial level of extensive and in-depth experience in corporate portfolio management, in private sector business development, financial and econometric analysis.
  • Have managed during the past three years multi-disciplinary teams of minimum of 10 staffs
  • Comprehensive state-of-the-art understanding of investment and portfolio management techniques and familiarity with relevant strategies, policies, procedures and practices of development finance institutions; Knowledge of MDB’s private sector business will be an added advantage.

  • The incumbent leads and oversees the work performed by the staff of the Division.
  • The jobholder’s responsibilities cover matters related to transaction origination guidance, structuring and modelling support as well as Global client management, strategies & policies and technical assistance.
  • The Division Manager advises Management and participates in technical discussions related to private sector development issues.

Duties and Responsibilities
Under the supervision of the Director, the Division Manager will perform the following duties:

Transaction Structuring and Modelling:

  • Lead and coordinate the support to origination teams in evaluating the best economic and financial options and selecting the most appropriate model to optimize use available financial instruments and legal structures in NS transactions.
  • Advice origination teams on best structuring approaches to adopt in order to optimize use of available financial instruments and legal structures in Non Sovereign (NS) transactions,
  • Lead the development of norms and standards related to investment analysis, project modeling, structuring of Bank private sector lending;
  • Manage, coordinate and provide guidance to the Equity Cluster team
  • Lead the work to ensure that lessons learned, from project investment, financial and economic Modelling and structuring are shared with various NSO departments and external stakeholders.
  • Plays a key role in the development of strategic options for positioning the Bank Group as a modelling Bank;

Technical Assistance Activities:

  • Lead the development of Technical Assistance vision and agenda in the Bank and conceptualize technical assistance operations in the Bank
  • Lead the design and origination of technical assistance operations to support PSD in Transition States;
  • Lead the support to be provided in preparation and monitoring technical assistance transactions within the Bank;
  • Supervise the Update, Operation and Management of the Technical Assistance Platform;
  • Manage the development of training curriculum and capacity building of Bank’s wide staff in the area of TA.

Global Client Management:

  • Lead the formulation of a long-term Global client Management framework and execution of a Client Relationship Management process required for Private Sector Development within the Bank.
  • Manage the conceptualization and design of a system which will support the private sector business origination activities of  the regional directorates and  the Bank’s Business development Department
  • Act as a focal point for communication with other DFI on global client management practices and guide on the identification and design of private sector business development events by the Bank
  • Develop and implement outreach strategies for private sector including a business intelligence platform
  • Manage the development of tools and instruments required to manage global client funding and non-funding requests.

Policies and Strategies:

  • Manage the Division’s participation and inputs in the various Policies and Strategies of the Bank related to Private Sector Development
  • Play a key role in the conceptualization and regular review of NSO policy and guidelines for the roll-out of NSO transactions in the Bank
  • Provide key analytical inputs in the design and review of NSO’s lending instruments and their regular reviews and updates
  • Coordinate the Division’s active participation in Country Strategy Paper missions and provide key inputs related to Private Sector Development challenges and opportunities in Bank’s Regional Member Countries.

Others:

  • Staffing: Seek the attention of the Director and other institutional leaders to beef up staffing via recruitment, selection, training, and the development of additional staff.
  • Leads on the organization of regular internal and external outreach events for the benefit of staff and
  • other stakeholders to explain the activities of the Department/Division as required
  • Provide advice to the Director on issues relating to private sector development, initiatives to be undertaken and enhancement deemed necessary.
  • Lead on ad hoc assignments related to General Capital Increase, ADF Mid-term Review, Annual Meetings, MDBs technical working groups, AIF, NSOs in Transition Countries,
  • Represent the Bank on private sector issues at technical, policy and strategic levels.
  • Coordinate the private sector development activities with private sector managers in NSO Departments and Regions.
  • Mentors and coaches the division’s staff, as required.

  • Have a minimum of eight (8) years of relevant experience in project investment and transaction out of which some should be at a managerial level and in-depth experience in policies & strategies.
  • Extensive and in-depth experience in the fields of corporate project finance, structured finance, equities, global risk management/mitigation, transaction advisory services
  • In-depth awareness of the latest trends and developments in financing for development to make effective business decisions; including a solid appreciation of the various clients’ needs and drivers to advance colleagues’ thinking around business issues
  • Demonstrated leadership in creative financial instruments and a track record of supporting various financing structures utilizing various financial instruments
  • Wide network of contacts among relevant investors and be able to identify potential investors that fit various asset  and risk management products,
