We are recruiting to fill the position below:

Job Title: Field Programme Assistant
Location: 
Damaturu, Yobe with frequent travels in-country especially within the North-East States of Bomb, Yobe and Adamawa
Job Type: Service Contract – NPP
Duration: 6 Months, renewable
General Description Of Task(S) And Objectives To Be Achieved

Under the overall supervision of the Deputy FAO Representative, with functional guidance from the operations, policy and technical units, immediate supervision of the Area Manager (Yobe State-Nigeria); the incumbent will:

  • Support the day-to-day operation of the project activities in the field
  • Participate in/conduct community based participatory planning within the displaced, returnees and the host communities.
  • Receive and collate comments and feedback from cooperating partners, beneficiaries, and beneficiaries, to support identifying programmatic issues with a view to fostering efficient operations.
  • Provide guidance for cooperating partners on FAC operational practices, monitoring tools and methods in order to support them to complete self-monitoring tasks and to contribute to the visibility of FAO in the coverage areas.
  • Assist in the identification and selection of project beneficiaries
  • Support monitoring and evaluation of the project activities
  • Provide support to the implementation of activities in the field in various areas (crops, livestock, fisheries, environment…)
  • Collaborate with implementing partners in preparation of training material and training of project beneficiaries
  • Liaise with cooperating partners and internal counterparts to gather feedback and comments to support programme reviews and improve services.
  • Prepare field mission reports to document programme implementation.
  • Perform any other duties as may be required by FAO.

Minimum Requirements
Technical Competencies and Experience Requirements:

  • At least 5 years of professional experience related to Agricultural and or Livelihoods Project design, planning and or implementation.
  • Good contextual knowledge; local issues in NE Nigeria, community priorities, social and cultural constraints or realities.
  • Previous knowledge on information analysis and report writing is an added advantage.

Academic Qualifications:

  • A Bachelor’s degree in Agronomy, Animal Health Science and/or other related field of study is preferable.

IT Skills:

  • Ability to effectively use standard MS Office software, especially experience with Excel, MS Word.
  • Experience in working with mobile phone enabled data collection platforms is an added advantage.

Languages:

  • A strong capability to communicate clearly and concisely in both oral and written English, and other languages in the North-East Nigeria, including Hausa and/or Kanuri

Work Relationship:

  • Frequent contact with internal and external officials many, of whom are at the senior level.

 

Job Title: National Remote Sensing and Mapping Expert/Consultant
Location:

General Description Of Task(s) And Objectives To Be Achieved

  • The Forest Carbon Partnership Facility (FCPF) is supporting the Federal Government of Nigeria to develop her REDD+ readiness process by expanding the process initiated at Cross River State (through UN REDO Programme) to Nassarwa and Ondo States; and by upscaling the sub-National FREL initiated at CR5 to the entire Nigeria. Part of the Readiness funds have been allocated to undertake forest land cover/land use mapping and change detection for the entire country; and FAO will be supporting the implementation of this activity through a Technical Assistance (TA) Agreement signed with the Federal Government of Nigeria. More specifically, Output 1 of the TA Agreement is concerned with forest cover change analysis to generate activity data and to build capacity of government technical staff for periodical monitoring of REDO+ activities.
  • Under the overall supervision of the FAO Representative (FAOR), in Nigeria, the technical guidance of the International Remote Sensing/GIS Expert in FAO (HQ), and Regional Technical Forestry Officer at the FAO Regional Office for Africa (FAORAF), and in close collaboration with the National REDO+ Coordination Unit for Nigeria, the incumbent will undertake the following tasks;the work should be implemented closely with FDF GIS and remote-sensing experts

Scope of Services

  • Contribute to the selection, procurement and installation of supplementary Remote Sensing/GIS equipment for the mapping/image analysis component of the project;
  • Examine and assess existing thematic maps on forestiy, and other land uses for quality and suitability for use to generate activity data (AD);
  • Work with Federal Department of Forestry (FDF)personnel to harmonize the existing land use classification schemes with the internationally known classifications systems;
  • Provide regular and on-the-job technical training to the FOE team in charge of mapping on remote sensing techniques/analysis using appropriate open-source or other software;
  • Coordinate selection, interpretation and analysis of satellite images in the office and undertake field verifications/ground truthing in line with IPCC good practice;
  • Validate the interpretation of results by undertaking accuracy assessments as necessary, produce the final maps based on the harmonized legend and generate the statistical results on areas of the different map units;
  • Work in close in close collaboration with FAO experts to develop a geospatial storage and RS/GlS data management system;
  • Develop specifications and methods for producing, land use change maps suitable for generating estimates required for REDD+ base on interpretation of satellite imagery, preferably using FAO open source tools (Open Eons, FAO-SE PAL, etc);
  • Work with International Remote Sensing Consultant to develop and validate a methodology and operational procedures to produce forest cover change assessment for a number of time series, including land use change analysis, and accuracy assessment, in order to generate REDD+ activity data for deforestation and forest degradation.
  • Prepare and submit the final consultancy report describing the planned activities, the method followed for the land use mapping, the training programme.
  • Lead national consultation process on the change detection methodology and validation of results
  • Lead the production of a final change detection reports and maps, including statistics on areas changes/accuracy assessment for dissemination thin the government;

Deliverables:

  • Periodical updates of the work
  • Improved procurement plan
  • Historical time series for the maps
  • Report detailing methodology and available results
  • Production of Terminal Reports

Qualification and Experience Criteria
The National Remote Sensing & Mapping Expert shall meet the following minimum requirements in qualifications and experience:

  • He should be conversant with the knowledge of GIS, mapping and remote sensing,
  • At least M.Sc. (but preferably PhD) in Remote Sensing and GIS.
  • At least 5 years experience of forest/land use mapping and spatial data analysis using remote sensing techniques and tools especially for change detection and time-series mapping;
  • Excellent oral and written communication and managerial skills
  • Demonstrated initiative and ability to deliver results within deadlines.
  • Good Knowledge of REDD+, MRV procedures and IPCC Guidelines and Guidance on GHG Inventories for LULUCF sector.

Work Relationship:

  • Frequent contact with internal and external officials of whom many are at the senior level.

 

Job Title: National Forest Inventory, Database Design and Data Analyst

General Description Of Task(S) And Objectives To Be Achieved

  • The Forest Carbon Partnership Facility (FCPF) is supporting the Federal Government of Nigeria to develop her REOO+ readiness process by expanding the process initiated at Cross River State (through UN REDO Programme) to Nassarwa and Ondo States; and by upscaling the sub-National FREL initiated at CRS to the entire country. Part of the Readiness funds have been allocated to undertake ‘low intensity” foest inventory in different ecological zones in Nigeria; and FAD will be supporting Nigeria in the implementation of this activity through a Technical Assistance (TA) Agreement(UTF/NIR/066/NIR) signed between the Federal Government of Nigeria and FAa. Output 2 of the TA Agreement is concerned with the design of inventory methodology, capacity building on NFl field data collection, field data collection, data base development and data analysis.
  • The main objective of this assignment is to supervise/coordinate the implementation of national forest (carbon) inventory field data collection, design a NFl database, supervise/coordinate data entry, data cleaning, processing and analysis of the forest inventory data, within the framework of a Technical Assistance (TA) Agreement (UTF/NIR/066/NIR).

Scope of Services
Under the overall supervision of the FAG Representative (FAOR) in Nigeria, the technical guidance) of the Regional Technical Forestry Officer at the FAG Regional Office for Africa (FAORAF), and in close collaboration with the National REDD+Coordination Unit for Nigeria, the incumbent will undertake the following tasks:

  • Support the design and testing of the NFl methodology in accordance with the current IPCC guidelines and Guidance under the UNFCCC;
  • Assist in the development of training manuals/field measurement protocol for NFl and preparation of the training documents; and assistance in organizing technical training workshop of field crews prior to field data collection;
  • Provide continuous and on-the-spot capacity strengthening/coaching to field inventory teams for effective and efficient implementation of the NFl;
  • Participate in the selection and organization of inventory field teams, including assignment of roles and responsibilities to team members, institutionalization a regular reporting system of field activities, and ensuring that weekly reports and completed field data sheets are collected and securely stored, monitoring field equipment status and maintenance/repairs, planning and implementing communication flow around the NFl, etc.
  • Supervise the field crews during field data collection and perform regular spot checks, as deemed necessary; and report on any implementation bottlenecks timeously and propose solutions to them.
  • Provide ongoing support to the Project Coordinator in preparing work plans and reporting on progress on NFl activities;
  • Collate, review and assess existing historic forest inventory datasets and forest inventory information management systems in Nigeria and make recommendations on their appropriateness or not for updating with NFl data to be collected;
  • Compile and harmonize all existing data in a central and functional NFl database containing tree species list, existing allometric equations, and wood densities; and assess their relevance to biomass and carbon stocks estimates for REDD+ MRV purposes
  • Design the database in a format appropriate to the data parameters collected in the National Forest Inventory
  • support and coordinate For staff in the data entering, data cleansing, and database maintenance and management;
  • Provide inputs into the final NFl report(particularly data entry, cleansing and management)
  • Undertake,with FoF staff data analysis and production of final NFl report.
  • Produce Terminal Report for the consultancy using appropriate FAO reporting template.

Deliverables:

  • Detailed NFl work plan based on TA agreement;
  • Monthly reports of the NFl field work progress;
  • Training reports on the implementation of NFl, NFl design and data processing;
  • Field mission reports including recommendations to improve the quality of and team work.
  • NFI final report;
  • Detailed ToRs for NFl field team members, including roles and responsibilities;
  • NFl database system populated with inventory data
  • Other materials developed, including presentations, information kits, white papers, prepared for meetings, workshops an do their consultative events during the contract period.

Qualification and Experience Criteria
The NFl Field Supervisor shall meet the following minimum requirements in qualifications and experience:

  • Advanced degree (MSc, but preferably PhD) in Forestry/Forest Inventory and/or Forest Mensuration;
  • At least 7 years of experience in forest inventory, forest biometry, data processing and analysis; including relevant experience of forest carbon with excellent field experience in leading field inventory teams, in measurement;
  • Strong ability working with, and coordinating field team in forestry;
  • Practical skills in the use of forest measurement equipment, including modern laser equipment;
  • Practical experience in the development of NFl databases
  • Excellent analytical skills, and use of statistical software for data analysis, including open source software (e.g. R-package).
  • Demonstrated ability work in, and coordinate inventory teams, take initiatives and ability to deliver results within stipulated deadlines;
  • Extent and relevance of academic achievements in subjects relevant to forest inventory (example, scientific publications on forest inventory, and allometric equations).
  • Good Knowledge of REDD+, MRV procedures and IPCC Guidelines and Guidance for GHG inventories in the LULUCF sector.
  • Excellent oral and written communication and managerial skills;

 

Job Title: Operations Assistant

General Description Of Task(S) And Objectives To Be Achieved

  • Under the overall supervision of the FAO Representative, the direct supervision of the Assistant FAO Representative (Admin) and collaboration with other national and international consultants in the incumbent will perform following duties and responsibilities:

Finance and Budget Monitoring:

  • Maintenance and reporting of shadow budget to the supervisor;
  • Monitor the project budget utilization and level of expenditure;
  • Operate and report on the petty cash expenses to support day-to-day operation activities;
  • Review/check the relevant documents of all training, workshop & meeting related adjustments voucher;
  • Process payment status against FAO’s commitments, i.e. Letter of Agreement (LoA), Contracts (M0U) etc.;
  • Examine and process a variety of payment/reimbursement! disbursement vouchers for various vendor payments;
  • Prepared various payment requests by DV (Disbursement voucher) and ensure accuracy of coding in line with FAO regulation/chart of accounts with clear supporting documentation;

Logic and Administrative Support:

  • Provide day to day logistic support as requested to ensure smooth operation of the project work; Assist in the preparation and organization of logistics and transportation for the visiting missions, meetings, training courses, workshops etc;
  • Provide support to arrange local official travel of all project staffs, and other relevant parties, which include transportation arrangement, hotel reservations, Travel Authorization, security clearances and other documents;
  • Provide logistic and administrative support to conferences, workshops, etc.;
  • Maintain up-to-date and accurate administrative records of all the and use these records as the basis for preparing quarterly and annual reports for submission to FAO;
  • Maintenance of the filing system ensuring safekeeping of all the project related documents;

Management of Assets, furniture and other office Stationary:

  • Maintain Inventory records of the project and share in a periodic manner (i.e. quarterly or six monthly) with the country office
  • Ensure that all the equipment procured under the projects are recorded in Inventory List of FAO system;

Procurement:

  • Assist in preparing procurement plan on a quarterly basis;
  • Obtain quotations for purchases
  • Maintain an effective data base on procurement components and liaise with the suppliers and contractors to ensure timely delivery of goods and services;
  • Monitor and ensure payments against purchase orders and contracts upon satisfactory delivery of goods and services and provide purchase information to allow the recording of financial commitments and expenditures in the component budget;

Others:

  • Undertake any other tasks assigned by the Supervisor within the assigned area of responsibility.

Key Performance Indicators:

  • Meeting deadlines;
  • Conversant with the manuals in the field of general administration and logistic principles and procedures and practices is essential.
  • Ability to work under pressure and to multi-task and to maintain good working relationships with people of different nationalities and from different cultural backgrounds.

Qualifications

  • Secondary Education, Possession of a University Degree in Business Administration, Finance, Accounting or a relevant field in addition to Secondary Education preferred.
  • Minimum 5 years of practical experience in general project/office operational activities, and
  • progressively responsible experience in operations works. Previous work experience with UN agencies would be an asset good computer skills and proficiency in English language is required.
  • Ability to work efficiently and accurately
  • Communication skills to maintain good working relationships with people from different nationality and cultural background.
  • Language: Proficiency in English as well as in mother language
