Description
Under the overall authority and guidance of the Country Director and direct supervision of the Deputy Country Director (P), the Chief Technical Adviser (CTA) will be responsible for implementing and administering the programme. She/he will work in close consultation with the UNDP programme and operations units, the Team Leader of the Governance Unit, the electoral management bodies and stakeholders, and other persons, in order to promote the most credible and transparent electoral process possible, ensuring that instructions are taken only from the United Nations.

Duties and Responsibilities
Summary of key functions:

  • Provision of top quality technical and programmatic support to the Electoral Commission
  • Coordination of Project Implementation
  • Implementation of Total Quality Management Platform for ad hoc staff
  • Implement a robust electoral conflict management framework
  • Reporting
  • Partnership and Resource Mobilization

Provision of top quality technical/ programmatic support to the INEC and other key electoral Institutions, toward the achievement of the following results:

  • Technical advice to the INEC and other key institutions in addressing Nigeria’s electoral needs, in close coordination with other strategic donors and partners.
  • Periodic analytical support to the RBA, RSC, UNOWAS and DPA at United Nations Headquarters on key issues in the Nigerian electoral process.
  • Sound contributions to knowledge networks and communities of practice.
  • Scanning the policy and political environments and advising on their implications for conduct of credible, transparent and peaceful elections.
  • Sound technical analysis on electoral integrity to better support engagements with national partners and strengthen project implementation.
  • Mainstreaming of electoral integrity into country office programmes on stabilization, parliamentary strengthening, conflict prevention and peacebuilding, and human rights, within the frameworks of the UN Partnership Framework and the CPD.

Coordinate the Implementation of Project focusing on achievement of the following results:

  • Ensure effectiveness in the management and administration of the project.
  • Supervise and coordinate the actions and activities of the project including high-level experts and personnel support.
  • Ensure effective cooperation and coordination of the Project Management Unit with various departments of INEC, other key government agencies and CSOs.
  • Supervise the activities of experts and support staff assigned to the project.
  • Elaborate a Work Plan as well as an implementation plan of action of the different components of the project.
  • Coordinate the organization of seminars and training or reinforce actors/ facilitators’ capacity building on electoral process.
  • Establish the means of collaboration with potential partners (including key donors), resource mobilization systems and appropriate operational partnership arrangements.

Implementation of Total Quality Management Platform for INEC ad hoc Staff with focus on achieving the following results:

  • Provide technical advice to INEC and other key stakeholders, towards the effective design, delivery and operationalization of TQM Platform for managing INEC ad hoc staff.
  • Provide overall coordination and supervision to UNDP Staff and Vendors in the design and delivery of the platform.
  • Elaborate the Terms of References and assure that all necessary support is provided for the consultants and monitoring components of the intervention.
  • Plan and assist in periodic assessments and evaluation to ensure efficient and effective delivery.
  • Supervise the procurement process for software and hardware, and ensure the safe delivery and storage for timeous deployment.
  • Ensure in all circumstances that the project upholds the values of the UN System, the country’s interests and partners implicated in the process.

Implementation of a robust electoral conflict management framework, focusing on achievement of the following results:

  • Provide technical advice to high-level actors/ or mediators (in particular the National Peace Committee and other peacebuilding platforms) on the electoral process.
  • Assist with the planning and implementation of conflict prevention and disputes management programmes and activities throughout the different phases of the electoral cycle.
  • Ensure coordination between project activities and peacebuilding engagements of other key actors and donors.
  • Liaise with political actors and national partners to reinforce dialogue between the various stakeholders in the electoral process.

Provision of coordination among different thematic focus of the project to ensure timely reporting, toward the achievement of the following results:

  • Elaborate and submit periodic reports on the progress of the project to the UNDP and its partners.
  • In close collaboration with UNDP Country Office, plan and coordinate meetings with partners to submit reports or documents in liaison with INEC and other key donors.

Ensures effectiveness of partnership and resource mobilization, focusing on achievement of the following results:

  • Establish the framework for scanning donors’ environment to determine areas of priorities on the implementation of the SDE Project.
  • Develop and implement partnerships for achieving effective resource mobilization to achieve project outcomes;
  • Establishment and coordination of partnerships with UN Agencies, international financial institutions, bilateral and multilateral donors, government institutions, organized private sector, civil society organizations and other stakeholders;
  • Determination of project areas of cooperation based on strategic goals of UNDP, country needs and donor priorities;
  • Analysis and research of information on donors, preparation of substantive briefs on possible areas of cooperation and identification of opportunities for cost sharing.

  • The key results have an impact on the overall success of the country programme and reaching Partnership Framework/ CPD goals. In particular, the key results have an impact on:
  • UNDP’s credibility as the lead electoral assistance/ implementation agency of the UN System.
  • Nigeria’s efforts to meet Goal 16 of the SDGs.

Required Skills and Experience 
Education:

  • Master’s Degree in Political Science, International Relations, Social Sciences, Management, Administration, Law or related fields.

Experience:

  • 10 years of professional experience in democratic governance with emphasis on electoral conflict management, ICT deployment in elections and working with CSOs.
  • Capacity to dialogue with electoral and high-level political actors as well as donors from the international community.
  • Demonstrate good communication and interpersonal skills and should also be culturally and politically sensitive in the work with counterparts and be able to work at all levels.
  • Research, analytical and negotiation skills are required.
  • Previous experience as a CTA in the framework of multi-donor projects/ programmes.
  • Fair understanding of the electoral processes in Nigeria, in particular the state of the electoral reform and development in the governance sector, would be an advantage.
  • Experience in electoral assistance advisory and programme management at the international level (with United Nations system a strong asset).
  • Good knowledge of the political environment.
  • Good knowledge on the organization of elections in West Africa.
  • Knowledgeable on different tasks relating to the electoral project.
  • Good knowledge of the management of electoral process within the context of religious and ethnic tensions.
  • Ability to work under pressure in a multicultural and complex environment.
  • Ability to produce reports and high-level political analysis.

Language Requirements:

  • Proficiency in English
  • Working knowledge of other UN language desirable.
